NATCA NATIONAL OFFICE DEPARTMENTAL UPDATE March 3-16, 2018 LABOR RELATIONS DEPARTMENT AGENCY BRIEFING ON DELPHI eINVOICING On Feb. 20, 2018, the Agency briefed NATCA on its intent to implement the use of Department of Transportation Delphi eInvoicing system. The FAA will be transitioning to Delphi eInvoicing to improve the efficiency of the invoicing process. FAA invoice reviewers and approvers (where applicable Contracting Officers (COs) will perform e- Invoicing actions as "approvers") will begin using Delphi eInvoicing. The new rollout plan will aim for June 30, 2018, as the date when vendors will begin self - submitting invoices into Delphi. NATCA was concerned about the possibility of additional work for the COs, and how changing vendor names will be reflected in records. The Agency was able to respond to these concerns. NATCA was also concerned about adequate training. A third party, Enterprise Services Center (ESC), will be writing the training materials, which will be delivered in three modes: • eLMS (TBD); • Self-guided interactive training on the DELPHI login page (this training is already available and being used by other agencies); • Onsite classroom training (TBD). NATCA will have the opportunity to review all e-invoicing training data once ESC has completed the development of the training materials. BRIEFING REQUESTS On March 13, 2018, NATCA requested a briefing on FAA Order 7900.2D – Submitting Aeronautical Data to Aeronautical Information Services in Support of the National Airspace System (NAS). On March 13, 2018, NATCA requested a briefing on FAA Order 7400.2L, Change 2 – Procedures for Handling Airspace Matters. We are currently waiting for a response from the Agency regarding our request. We are currently waiting for a response from the Agency regarding our request.
