LABOR RELATIONS DEPARTMENT PAY AND LEAVE GUIDANCE FOR EMPLOYEES IMPACTED BY OR ASSISTING WITH THE AFTERMATH OF HURRICANES HARVEY, IRMA, AND/OR MARIA On April 3, 2018, the Agency briefed NATCA regarding Policy Bulletin (PB) 102: Pay and Leave Guidance for Employees Impacted by or Assisting with the Aftermath of Hurrican es Harvey, Irma , and/or Maria. PB 102 cancels and replaces PBs 98, 99, and 100, which established Emergency Leave Banks and expanded the Emergency Leave Transfer Program (ELTP) for employees affected by Hurricanes Harvey, Irma, and Maria, respectively. PB 102 maintains the Emergency Leave Banks put in place by PBs 98, 99, and 100, which allowed BUEs adversely affected by Hurricanes Harvey, Irma, and/or Maria to receive up to thi rty (30) days of excused leave. It also maintains the expanded ELTPs that allowed BUEs to appl y to donate or receive accrued annual leave or available sick leave to cover absences due to the hurricanes. The application periods for these programs ran from September 2017 until March 2018. PB 102 also addresses: (1) annual leave restoration for employees who participated in hurricane relief/recovery efforts through the Federal Emergency Management Agency or the Small Business Administration; (2) up to sixty (60) days excused absence for facilities in San Juan and St. Thomas when operational condi tions prevented the facilities from being open; and (3) guidelines for pay issues resulting from employees exempt from the Fair Labor Standards Act (FLSA) being assigned nonexempt emergency duties. BRIEFING REQUESTS On April 13, 2018, NATCA requested a briefing on M ission Support Services (MSS). We are currently waiting for a response from the Agency regarding our r equest. On April 11, 2018, NATCA requested a briefing on FAA Notice JO 7210.XXX Paragraph 17 - 2 - 3, ATCSCC Space Operations Responsibil ities (FAA Order JO 7210 .3AA). We are in the process of scheduling this briefing. POCs: Labor Relations Attorney Suzanne DeFelice and Labor Relations Coordinator Kendal Manson . On April 11, 2018, NATCA requested a briefing on Phase II ACQ/ARO Realignment. We are currently wait ing for a response from the Agency regarding our request. POCs: Assistant Director of Labor Relations Nicole Vitale and Labor Relations Coordinator Kendal Manson . SURVEYS NATCA recommends participatio n in the AIR ALL HANDS survey.
