the House, and S. 2979 in the Senate). While the FAA and our membership are
not targeted at this time, NATCA will remain vigilant nevertheless and continue to
advocate for full funding for the FAA and our membership.
• NATCA Impact: NATCA has continued to advocate for full funding for the FAA in
our relevant Congressional appropriations bill. As FY 19 THUD appropriations
bills continue to work their way through the legislative process, GA staff will
closely monitor the proposed funding levels and include updates here.
LEGISLATIVE WATCHLIST: President Trump and the Administration have already
issued executive actions that are anti-federal employee. Likewise, members of Congress
have and will continue to introduce anti-federal employee bills, including those that
would attack the use of official time and negatively impact federal employee pay and
benefits. In addition to keeping a close watch on legislation that is introduced,
Government Affairs staff is tracking any congressional hearings that relate to our
membership.
House OGR Hearing on Official Time: On May 24, the House Oversight and
Government Reform Subcommittee on Government Operations held a hearing on official
time entitled "Union Time on the People's Dime: A Closer Look at Official Time." The
purpose of the hearing was to "identify official time usage at agencies across the federal
government and review problems associated with official time data reporting" as well as
"to consider official time reforms."
