NATCA NATIONAL OFFICE DEPARTMENTAL UPDATE May 26-June 8, 2018 LABOR RELATIONS DEPARTMENT IMPLEMENTATION OF FEDERAL INVESTIGATION STANDARDS (FIS) FOR FEDERAL CONTRACT TOWER PROGRAM EMPLOYEES Effective June 1, 2018, the FAA implemented the new Federal Investigation Standards (FIS) for Federal Contract Tower Program (FCT) employees (i.e., Midwest Air Traffic Control Services, Robinson Aviation, and Serco). The FIS requires 5-year reinvestigations of FAA employees and contractors who occupy moderate risk positions. This group of employees was not previously subject to reinvestigations. On June 1, 2018, NATCA sent each FCT Employer an Article 7 notice requesting that they bargain over the impact and implementation of the procedures associated with the 5-year security reinvestigations. Although NATCA has initiated the bargaining process with the FCT Employers concerning the procedures for the security reinvestigations, the FAA Office of Personnel Security has begun contacting FCT employees about their security reinvestigations. NATCA recommends that employees who receive such a notification should cooperate with the process while NATCA continues to bargain the issue with the FCT Employers. BRIEFING REQUESTS On June 6, 2018, NATCA requested a briefing on the Regional Office Parking Regulations – Western Pacific Regional Office (WPRO). We are currently waiting for a response from the Agency regarding our request. POCs: Labor Relations Representative Melinda Kim and Labor Relations Coordinator Kendal Manson. On June 6, 2018, NATCA requested a briefing on the Proposed Changes to CEDAR at ATO Facilities – Configure/Access NON/NAS Audio & Access NON/NAS Audio Permissions. We are currently waiting for a response from the Agency regarding our request. POCs: Labor Relations Attorney Grant Mulkey and Labor Relations Coordinator Kendal Manson. On June 4, 2018, NATCA requested a briefing on Supply Order Tracking (SOT) Application Move – LOTUS Notes/Domino to SharePoint. This briefing is scheduled for Wednesday, June 13, 2018. POCs: Labor Relations Representative Melinda Kim and Labor Relations Coordinator Kendal Manson.
