NATCA supports H.R. 4, as passed in the House, and has been meeting with staff on the Senate side to urge quick passage of a long-term reauthorization for the FAA. NATCA continues to highlight the need for a stable, predictable funding stream that adequately supports the following: air traffic control services, staffing, hiring and training, long-term modernization projects, preventative maintenance, ongoing modernization to the physical infrastructure, and the timely implementation of NextGen modernization projects. FY 19 APPROPRIATIONS The government is currently operating under a $1.3 trillion omnibus appropriations bill (H.R. 1625) which provides funding for the federal government for this rest of this fiscal year (FY) 2018. Appropriators have been working on FY 19 appropriations bills quickly in order to advance the spending bills in a timely manner. The House and Senate Appropriations Committees have each approved their own versions of Transportation, Housing, and Urban Development (THUD) appropriations bills. The chart below shows current and proposed funding levels for FAA programs. The first series of appropriations bills included Energy-Water, Military-Construction-VA, and Legislative Branch spending. At this time, there is no scheduled date for THUD to come to the House or Senate floor. NATCA Impact NATCA has continued to advocate for full funding for the FAA in our relevant Congressional appropriations bill. As FY 19 THUD appropriations bills continue to work their way through the legislative process, GA staff will closely monitor the legislation and include updates here. LEGISLATIVE WATCHLIST President Trump and the Administration have already issued executive actions that adversely impact federal employees. Likewise, members of Congress have and will continue to introduce anti-federal employee bills, including those that would attack the use of official time and negatively impact federal employee pay and benefits. In addition to keeping a close watch on legislation that is introduced, Government Affairs staff is tracking any congressional hearings that relate to our membership.
