retirement, participants will receive fifty percent (50%) of their salary and fifty percent (50%) of thei r retirement annuity from OPM. They will accrue leave based on their part - time schedules, but will be considered full - time employees for insurance, death benefits, retirement, thrift savings plan, and taxes. An employee must be eligible for full (immediate) retirement under CSRS or FERS to be e ligible for phased retirement. Interested employees will receive extensive retirement counseling as pa rt of the application process. An employee's application package must include, among ot her things, a proposal for work and mentoring activities. P hased retirement is voluntary. Generally, at the end of the phased retirement period, the employee will transition to full retirement. NATCA is reviewing PB 103 to ensure that it is consistent wit h NATCA's applicable collective bargaining agreement(s). RETIRED MILITARY CONTROLLER PROGRAM On July 12, 2018, the Agency briefed NATCA regarding Policy Bulletin (PB) 104: Employment Under the Retired Military A ir Traffic Controller Program. PB 104 establishes the Agency's Retired Military Controller (RMC) Program and covers both newly hir ed RMCs and RMCs who were formerly employed by the Agency under PB 92: Grandfathering Provisions after Cancellation of EMP - 1.20a (ATS #1), Employment of Retired Military Air Traffic Controllers Program. PB 104 provides opportunities for time - limited origi nal appointments to certain military air traffic controllers who: (1) are on terminal leave pending retirement or have retired from the military within the last five (5) years; and (2) have held either an air traffic certification or air traffic control fa cility rating according to FAA standards within five (5) years of applying for the appointment. RMCs generally will be recruited using external competitive vacancy announceme nts open to all U.S. citizens. They may also be recruited through non - competitive appointments or through separate vacancy announcements from the local commuting area for some covered facilities (with FAA Administrator approval). A newly hired RMC will receive an initial five (5) - year appointment, and the Air Traffic Organization (ATO) may request two (2) extensions of two (2) years each, followed by a one (1) - year extension if established criteria are met. The total time served by the RM C cannot exceed ten (10) years. RMCs are not subject to the maximum entry age, but they are subject to Age 56 limitations and are not eligible for Age 56 waivers. ATO is in the process of finalizing guidance that will address th e specifics of the RMC Program. NATCA will review that guidance once it is finalized and will provide an additional update at t hat time.
