NEC Airspace/Procedures: Most airspace and procedures work is limited to high altitude. In the New York metro area, most proposals are limited to concept exploration. EoR has been considered for JFK however, in order to conduct EoR operations at JFK, procedures would need to be designed for RWY13R which would create significant environmental risk. Also, aside from the procedure aspect, the facility would need to be able to support the requirements for conducting Simultaneous Independent Operations (Final Monitors, Monitor positions in the TRACON, etc.). In addition, mixed equipage would be a significant limiter to EoR. Work continues by NEXGEN on the Multiple Airport Route Separation (MARS) concept. N90 has expressed that if validated, this concept would provide significant operational benefit by deconflicting airports. MARS is also in jeopardy for the same reason as JFK EoR…environmental. Procedure development would be required to support implementation and the Agency has not committed to an environmental assessment. It is unknown at this point if this concept would be viable in the New York area. TBO: NEC is the first operating area for iTBO (Initial TBO). Denver and Atlanta have also been identified with Denver, now Key Sited for TSAS. TBO is defined as TBM (Time- Based Management) + PBN. In the NEC, PBN is very limited for reasons identified above, and TBO will be limited to TBM. Initially, work is being conducted to improve metering to PHL, to be followed by EWR. Work is also being conducted to improve pre-departure scheduling to LGA from first-tier towers. 8/8 Participated in Meeting with PIT ATCT to discuss improving pre-departure scheduling to PHL. While PIT only has seven departures per day to PHL, those seven departures take on a disproportionate rate of delays due to the proximity of the two airports. PIT tower is willing and ready to begin coordinating with ZOB to schedule PHL departures earlier to fit them into the overhead stream. 8/8 Participated in NEC NIWG Extended Group meeting 8/9 Co-led NEC Collaborative Workgroup Quarterly meeting 8/10 Participated in TBO Change Strategy meeting 8/13-16 Participated in Industry Technical Pilot Workgroup meeting 8/17 Participated in TBO Myth Busters exercise to address potential concerns which may present themselves during future deployments of TBO concept/tools 8/20 Participated in TBO Evolution Plan Mtg with TBFM Ops Team 8/21-24 Participated in Cross Domain TBFM/TSAS simulation exercises at MITRE. This was a simulation environment with en route and terminal controllers testing the performance of TBFM/TSAS across the en route/terminal domains.
