The PBN Co-Leads meeting will be held on September 18-20, 2018 in DC with co-leads represented from all three service centers as work continues on prioritization of single site projects. Submitted by PBN/Metroplex Design and Implementation Lead Art. 114 Ed Hulsey ESA PBN Co-Leads continue to work multiple projects and priorities. Active projects being worked with safety concerns are MEM SIDs, ROA RNPs, RDU, BWI and DCA in the Capital project. Active VOR MON projects are PXT T-routes, RNL, FKN, LVL, FKN, BWI PALEO/SWANN SIDs for OTT, and the RDU project has multiple NAV AIDs being removed from all SIDs and STARs. Additionally, we continue to work the triple ILS project at IAD. PBN work in the Northeast Corridor (NEC) project includes the ZNY High Altitude Offshore Y-routes (ZNY sectors 82/83/85/86) and LGA NTHNS/GLDMN SIDs. The MEMs SIDs have been with AFS waiting on waiver approvals. We expected these waivers to be approved in last month's PRB, since AFS helps us write the waivers, but we continue to push publication dates. ROA RNPs have been finalized, Delta and FedEx have SIM'd them and the procedures are going through environmental review. A meeting has been scheduled for September 12 & 13 at PCT to develop RNAV SIDs to replace the conventional PALEO and SWANN SIDs, and to verify the designs for the new TERPZ and LINSE. All RNAV SIDs at BWI will be RNAV "off the ground" and provide consistent phraseology for all departures. We will also work the north departures at DCA to help alleviate safety/security concerns. IAD was being finalized back in June but was delayed with environmental and Community Involvement (CI) concerns. Since there was a delay, it was agreed to rework the GIBBZ STAR to provide better Class B containment. NEC ZNY High Altitude Y-routes should be finalized and sent for publication by the end of October. The LGA NTHNS and GLDMN SIDs have been designed and are ready to be SIM'd by the airlines. Once environmental review and CI are completed, a publication date will be set. The following are NEC Airspace & Procedure initiatives that have been evaluated or are actively being evaluated. The NextGen office is currently leading a study on Multiple Airport Route Separation (MARS). MARS is based on EoR for widely spaced approaches to different airports. AJV-12, the Eastern Service Center and The MITRE Corporation have evaluated dispersal "headings" off LGA RWY 13 using the TNNIS, NTHNS and GLDMN departures. N90 has already adjusted the assignment of the CONEY and BELMONT airspace between JFK and LGA to allow LGA better utilization of the three departures. N90, ZBW, ZNY, ZOB and ZDC all collaborated to provide "Escape Routes" for high performance aircraft out of TEB and HPN. TEB and HPN high performance aircraft requesting AOA FL400 can choose to depart east through ZBW then into westbound flows through ZNY, ZDC, or ZOB. Further testing and discussions with NBAA and user groups are needed.
