• 1.9 Percent Pay Raise for Federal Employees: Federal employees received a 1.9 percent pay raise as part of the omnibus spending bill that President Trump signed into law on Feb. 15, which will be in effect for the 2019 calendar year. Congress included the pay raise despite President Trump's "alternative pay plan," which proposed a zero percent pay increase for federal employees covered by the General Schedule (GS) and other statutory pay plans in 2019. NATCA URGING COSPONSORS FOR H.R. 1108 NATCA strongly supports H.R. 1108, the Aviation Funding Stability Act. If enacted, this legislation would ensure that the aviation system continues to fully operate, without interruption, in the event of a government shutdown. H.R. 1108 was introduced by Reps. Peter DeFazio (D-OR), Chairman of the House Transportation and Infrastructure (T&I) Committee, and Rick Larsen (D-WA), Chairman of the Aviation Subcommittee. The lead Republican on the legislation is Rep. Bob Gibbs (R-OH), a senior member of the House T&I Committee. NATCA activists and GA staff have been aggressively working to encourage members of Congress to sign on as cosponsors to this important legislation. NATCA is also leading a coalition of 40 major aviation organizations in support of H.R. 1108. On Feb. 12, 2019, the NATCA-led coalition sent a letter to key Congressional leadership expressing support for H.R. 1108 and encouraging passage of the legislation to ensure that the FAA operates safely and efficiently for the flying public. LEGISLATIVE WATCHLIST As a reminder, any bills from the 115 th Congress died at the start of the new 116 th session. Any legislation will have to be reintroduced in the new Congress in order to be considered. This year, President Trump also will continue to drive his own legislative agenda and work to shore up political support from his base in preparation for the 2020 election. GA continues to monitor any anti-federal employee legislation and other actions that impact the NATCA membership, including those that would attack the use of official time and federal employee pay and benefits.
