FAVES FNS will not be used for emergency messaging or in place of the Emergency Notification System (ENS), meaning it will not be used for facility closures or power outages, or weather or security alerts. Examples of intended topics include a parking lot closing early and registration deadlines for benefits. At the briefing, the Agency made it clear that BUEs would not be required to sign up for FAVES FNS, and it would be an entirely voluntary program. In addition, BUEs can opt out at any time. NATCA asked follow-up questions about whether BUEs can use their personal email (they can), and whether BUEs can opt in during certain hours such as during business hours (they can). On Jan. 17, 2019, NATCA filed a national grievance on behalf of all impacted RVA/CI2 bargaining unit employees. Pursuant to Article 53, Section 9 of the CBA, job share employees should accrue paid vacation on a "pro-rated basis." The established past practice is for job share employees to accrue paid vacation on all hours. Under the new policy unilaterally implemented by RVA/CI2, job share employees accrue paid vacation only on hours worked pursuant to the job share agreement. If job share employees work extra hours or shifts outside of their job share agreements, they do not accrue paid vacation on those hours. NATCA will update with additional information concerning the status of this national grievance as it becomes available.
