RNAV and PERFORMANCE BASED NAVIGATION (PBN) Bennie Hutto (PCT) is the Article 114 Rep for RNAV and PBN criteria work. His report is below: PBN Criteria Update Standard Terminal Arrival (STAR) Criteria WG – We participated in several STAR WG meetings and continued to discuss criteria concerns and proposed changes pertaining to FAA 8260.3 (United States Standard for Terminal Instrument Approach Procedures), FAA 8260.58 (United States Standard for Performance Based Navigation (PBN) Instrument Procedure Design), and FAA 8260.19 (National Policy for Flight Procedures and Airspace). Departure Criteria Working Group (DWG) - The following information continues to be discussed during our DWG meetings: • 13-DWG-016 – Add SID-specific requirements to departure criteria (e.g., evaluation process for radar SID). AFS will work with ATO to determine if industry concerns will affect draft criteria. • 16-DWG-016 – Low Close-in Obstacle issue – The DWG discussed the AJV proposal and had some concerns with not publishing all of the obstacles. AFS-420 will evaluate to see if survey or grouping changes could help resolve the issue. AFS-420 will evaluate the need to list the low, close-in obstacles in the front of the Terminal Procedures publication (TPP) and evaluate ICAO's process of just indicating that there are low, close-in obstacles. • 16-DWG-017 – ODP with Multiple Sector Departures – AFS-420 is reviewing the draft criteria and will work with operations to ensure it's consistent with the definition for even the least onerous route. • 17-DWG-021 – Copter criteria – The DWG reviewed draft criteria that was provided. • 17-DWG-022 – RNAV Departure Climb-in-hold documentation guidance – AFS-420 will draft guidance for Order 8260.46 (Departure Procedure (DP) Program) and coordinate with the group. • 17-DWG-023 – Departure CG in Transitions – AFS Flight Ops has evaluated the AJV proposal and determined that it could cause climb performance issues. Further discussions will continue to determine if this would need to be an approval or waiver. • 17-DWG-024 – DP RNAV Early Turn Distance Greater than Leg Length – AFS-420 will work with MITRE and AJV-5 to create draft criteria to resolve the issue and present it to the group. • 17-DWG-025 – Minimum Enroute Altitudes (MEAs) on Departure Procedures – MEAs will not be evaluated or published on Runway Transitions or Common Routes but will remain for Enroute transition criteria and must meet the definition of MEA criteria and not be raised to support ATC operations. • 18-DWG-026 – Minimum Safe Altitude (MSA) on Departure SID/ODP – The issue was discussed, and it was decided to send it back to the ACM-IPG for further discussion with a broader group to include industry. Pilot Controller Procedures & Systems Integration (PCPSI) – We met in Melbourne, Fla., on Feb. 12-14 where the following information was discussed:
