separation for aircraft that have not be placed in a pairwise separation group. CWT reduces the required separation for non-pairwise aircraft and will provide relief to the workforce. March 25, 2019 Update AIRSPACE Jim Davis (PCT) is the National Airspace Rep for NATCA. His report is below: CLE/DTW Metroplex submitted by Rick Norris CLE/DTW Metroplex Lead The CLE/DTW Metroplex project continues to progress through the post-implementation evaluation and modification phases. Our work and procedures were definitely affected by the shutdown. Days before the beginning of the shutdown, an issue was identified with the RNAV SIDs at DTW that required their temporary suspension. Unfortunately, we were prevented from determining the ultimate reason for the issues, and further prevented from developing solutions in a timely manner. Ultimately, it was determined that the construction of the DTW SIDs was allowing the aircraft to vary left and right, more than was anticipated. Under the worst-case scenario, aircraft occasionally varied toward one another. While the procedures are within all design specifications, it was deemed necessary to modify them in order to achieve better aircraft tracking of the procedure centerline. Working with teams from D21, DTW and our primary carrier, we redesigned the off-the-ground portion of the DTW SIDs. This then necessitated re-modeling and also amending the already in process SID changes developed before this issue was identified. The team's prior work to close the "open" portion of the DTW SIDs and eliminate the use of "Climb Via Except Maintain" clearances will be incorporated into the off-the-ground DTW SID modifications. The team has validated and is processing the previously developed DTW and DTW Satellite STAR modifications. These changes include merging the multiple DTW downwind altitudes into a single altitude and modifying/linking the DTW SIAPs accordingly. The CLE SID and STAR modifications are completed and validated. The furlough further caused project slip in the area of publications. We have worked to aggressively return to our prior publication timeline, however, this proved impossible. As it now stands, all DTW and CLE SID procedure modifications are planned for August 2019, and all STAR and SIAP modifications are planned for October 2019. We are also coordinating publication dates with NAV Canada. Due to our furlough, it was not possible to link the SID modification publication timelines, therefore, we are working temporary procedures until the publications match. The STAR modifications should occur in a coordinated manner in October. The Core Team conducted briefings with regional directors, and the new directors of the Cleveland District. These specifically addressed the DTW SID suspension and solutions, all other modifications and publication timelines, and rough discussions of project end dates and procedures. It is anticipated that these briefings, along with regional administrator, and facility briefings will be ongoing as publication dates are confirmed.
