administrator is a former officer, the deputy administrator cannot also be a former officer. Therefore, following the confirmation of Dickson, legislation was signed into law that will allow Dan Elwell, the acting administrator, to remain at the FAA as deputy administrator. HOUSE PASSES PAID FAMILY LEAVE BILL Under broader legislation that passed in the House, federal employees who take leave for parental or other family-related purposes (which is currently unpaid), would receive their regular salaries for that leave instead. This proposal was passed as part of the National Defense Authorization Act; the Senate has not acted on this legislation or any other bills that address federal employee leave policies. If enacted as passed in the House, the provision changes from unpaid to paid time available to most federal employees under the Family and Medical Leave Act. That law provides 12 weeks of leave during any 12-month period for the birth, adoption, or foster placement of a child; care for a spouse, child, or parent with a serious health condition; the employee's own serious health condition; or for certain reasons related to military duty of a spouse, child, or parent. NATCA continues to work with the Federal-Postal Coalition on leave policies for federal employees. LEGISLATIVE WATCHLIST NATCA Government Affairs staff continues to closely monitor any anti-federal employee legislation and all other actions that could impact the NATCA membership, including those that would attack federal employee pay and benefits. From the White House, President Trump will continue to drive his own legislative agenda and work to shore up political support from his base in preparation for the 2020 election.
