NATCA NATIONAL OFFICE DEPARTMENTAL UPDATE August 19-September 29, 2019 LABOR RELATIONS DEPARTMENT STARS AND ERAM EVALUATION EXPANSION On Sept. 13, the Agency briefed NATCA regarding its intent to expand its site evaluations of STARS and ERAM security controls. The Agency is engaging in these evaluations pursuant to recommendations from the Government Accountability Office (GAO) and the Office of the Inspector General (OIG) that the Agency establish an integrated, organization-wide approach to manage information security risks. The Agency began the evaluations in the last few months with STARS at Jacksonville TRACON (JAX) and ERAM at Jacksonville Center (ZJX). The Agency will conduct the same evaluations at Denver TRACON (D01) and Denver Center (ZDV) the week of Jan. 27, 2020. The Agency will work with NATCA to ensure that the assessments would have minimal or zero impact on air traffic control. After the Agency completes its assessments at these Denver-area facilities, it intends to create a waterfall schedule to evaluate information security risks in additional systems. POCs: Director of Safety and Technology Jim Ullmann, Deputy Director of Safety and Technology Mark McKelligan, PMO Representative Jeff Woods, TAMR Representative Kyle Ness, ERAM Representative Rex Jackson, and Labor Relations Attorney Grant Mulkey SPECIAL RATE FOR FLIGHT TEST PILOTS On Sept. 10, the Agency briefed NATCA regarding potentially implementing a Special Rate for employees in the 2181 (Aircraft Operator) Occupational Series, including the Flight Test Pilots in NATCA's Aircraft Certification bargaining unit. A Special Rate is a higher rate of base pay used to address recruiting or retention issues. When a Special Rate is implemented, it will essentially increase the effective locality pay rate for affected bargaining unit employees (BUEs), raising their annual compensation. NATCA is currently bargaining with the Agency over the implementation of this Special Rate for the Flight Test Pilots it represents. ASTI TO FTI CONVERSION On Sept. 11, the Agency briefed NATCA regarding the conversion of FAA-owned telecommunications services, including the Alaskan Satellite Telecommunications Infrastructure (ASTI) system, to the FAA Telecommunications Infrastructure (FTI). The Agency converted nine (9) sites from ASTI to FTI in Fiscal Year 2018 and completed
