met with the team and D01's SMEs to get operational data to create the software for each runway configuration. TSAS relies on terminal routes for all aircraft to assign runways and STAs (Scheduled Times of Arrival) for each configuration. The SMEs provided great data to the software developers. Thanks Josh and Mark for this essential, but less than glorious work! This process will be ongoing for at least another year. As the adaptations are built and tested, new ones will be created. When the Denver OAPM team implements their new routes next year, the adaptations will be modified to the new route structures. WAKE TURBULENCE John Murdock (PHL) is the Article 114 Rep to the Wake Turbulence Office. His report is below: The first facilities, M98 and all underlying facilities, to upgrade from RECAT 2 to CWT began training during August. M98 and associated facilities IOC CWT'd the first week of September. Initial meetings for the Miami area were held the last week of August. Training began in September with an IOC date planned for mid-October. Initial discussion began on identifying the first RECAT 1.5 facilities to upgrade. The FAA's business plan expects five RECAT 1.5 facilities to upgrade in 2020. Planning has also started for integration of the possibility of incorporating CWT NAS-wide. NATCA and the Agency are working towards correcting the NOWGT separation rules. The correction will likely take months if not longer. We are also working towards developing an actual process to categorize new aircraft entering the NAS. This will also take months or longer to resolve. September 16-22, 2019 Update ATO OPERATIONAL CONTINGENCY GROUP (ATOC) Jason Grider (ZFW) is the Article 114 Rep for NATCA. Also, included in Mr. Grider's duties is Article 114 representation for the Business Continuity Plan (BCP). His report is below: Mr. Grider traveled to Boston Center to engage in LOA negotiations between NAV CANADA and ZBW to provide support for each facility during an ATC-Zero event. The negotiations were very successful, and the members of the team will be meeting again in the near future to finalize the agreements that were made. Mr. Grider met with Nick Daniels to begin discussions about potential mid-term bargaining between NATCA and the Agency on how controllers would be temporarily transferred to another facility to support an ATC-Zero event. The results of these discussions have been sent to NATCA's Labor Relations Department for evaluation. The CO group traveled to FLL ATCT to do a complete walkthrough of their contingency plan. The team went out to the alternate location the tower identified to work traffic from, if the tower was not able to be occupied. Once on site, they realized that due to new
