FAA BRIEFING ON DRUG ABATEMENT INSPECTOR (DAI) PERFORMANCE PLANS On June 24, NATCA requested a briefing about changes to the Drug Abatement Inspector (DAI) performance plans. A briefing was held on Aug. 29. The Agency explained the proposed changes as creating a standard metric for advancement for G, H, and I band DAIs. The Agency intended to make changes to the timeliness requirements for certain DAI written work products. NATCA's representatives firmly believed that the proposed standards were unreasonable. Ultimately, due to significant resistance from NATCA, the Agency and NATCA agreed that none of the proposed changes would be implemented. FAA BRIEFING ON PERFORMANCE MANAGEMENT AND ASSESSMENT SYSTEM On June 27, the Agency notified NATCA that it intends to replace the existing Performance Management System (PMS) software tool with the Performance Management and Assessment System (PMAS). NATCA requested a briefing on June 28, and the briefing was held on July 31. The Agency intends to replace PMS with PMAS in October because PMS is no longer supported. All lines of business will use PMAS. PMAS is an electronic system that managers will use to create performance plans, document mid-cycle progress reviews, and document final performance assessments. BUEs will have the option, but will not be required, to use PMAS to view and acknowledge plans and reviews, complete self-assessments, and attach documents. The switch to PMAS will not affect any performance standards and will not replace the current employee performance files. In addition, PMAS is based on the same automation platform as eLMS and is accessible from both inside and outside the FAA network. Managers will print the final assessments, and BUEs will have the opportunity to print everything, including attachments. The FAA is finalizing testing and will send out communication and training in the upcoming months. NATCA has raised concerns that BUEs who wish to comment on their manager's final review will only be able to do so through an attachment, not through the main document, which they are entitled to do under Article 20, Section 5. The Agency followed up that the LOB was able to work with the vendor to ensure that a BUE comment section is included in the electronic Performance Plan. As a result, the vendor has added the employee comments section to the electronic Performance Plan, and it will appear on the form after the manager completes his/her review and the form moves to the employee for acknowledgement.
