will be reduced, but there will be no reduction in the number of BUEs in AJV as a result of this realignment. WLB-12.8 NURSING MOTHERS PROGRAM MOU On Oct. 1, NATCA and the Agency signed a Memorandum of Understanding (MOU) concerning revisions to WLB-12.8 FAA Nursing Mothers Program. The MOU incorporates for Region X bargaining unit employees (BUEs) covered by the Multi-Unit CBA (Light Blue Book) and the Consolidated CBA (Purple Book) provisions regarding nursing mothers contained in Article 31, Sections 5 and 6 of the Slate Book. For instance, the Agency must provide a private area, other than a bathroom, for a nursing mother to express milk during working hours. The Agency must also collaborate with the Union to determine the location of that private area. Additionally, BUEs who are nursing mothers and need to express milk will now use the same Nursing Mothers Program Form (Appendix 1 to the MOU and Appendix H to the Slate Book). The MOU also clarifies that nursing mothers will be paid for the reasonable breaks they take to express milk. With this MOU in place, the treatment of nursing mothers is now standardized across all NATCA bargaining units. FAA PHASED RETIREMENT PROGRAM PILOT MOU On Oct. 8, 2019, NATCA and the Agency signed a Memorandum of Understanding (MOU) concerning Policy Bulletin (PB) 103: FAA Phased Retirement Program Pilot. PB 103 created a year-long phased retirement pilot program for employees in specified mission-critical and hard-to-fill positions in certain Lines of Business (LOBs) and Staff Offices (SOs). Phased retirement allows employees who are eligible for full (immediate) retirement to work part-time while engaging in mentoring. Participants work 40 hours per pay period, with eight of those hours devoted to mentoring activities. During phased retirement, participants will receive 50% of their salary and 50% of their retirement annuity from OPM. They will accrue leave based on their part-time schedules, but will be considered full-time employees for insurance, death benefits, retirement, thrift savings plan, and taxes. The pilot program includes phased retirement positions for the following occupations in participating LOB/SOs:
