The RDU project as discussed earlier under prioritization, is finally moving forward. The project has grown in scope from the original RNP safety issues. The project is working to remove all NAVAIDs from procedures to meet the VORMON requirements and connectivity with the NEC ACR new route structure, we identified automation issues with seven SIDs out of the DC Metro area and an airspace change between FAY and RDU. The DC Metro SIDs will need abbreviated amendments for two BWI SIDs, two DCA SIDs, and one IAD SID, and we have asked the Air Force to amend one DOV SID and one ADW SID. The airspace changes with RDU and FAY have been necessitated by changes in STAR criteria and aircraft performance. We are still working through mitigations with FAY to implement the change. Spectrum also identified that RDU will need a new frequency for the airspace with the addition of the 1.5 miles to their sector. The ZDC VORMON project encompasses 25 NAVAIDs in ZDC's airspace and the underlying approach controls. The project was delayed because of DataComm and NEC ACR. ZDC has agreed to work on a limited fashion between now and April to have our T-route designs and victor airway mitigations completed by April 2020. This deadline is to meet the 310-day cutoff for the airway legal process to meet our projected four publication cycles in FY21. Once the April deadline is met, the team will need to evaluate over 1,500 pref-routes. These routes include the New York escape routes for LGA, EWR, and JFK, and will involve eight approach controls: WRI, DOV, ACY, PHL, PCT, ORF, NHK, N90, and ZDC. Eastern PBN Update by Joe Tinsley The current projects and work continue to move forward in the East. The current projects being worked by my group are TDG VORMON, BOS Massport/MIT, NEC ACR, and ZBW VORMON. The TDG VORMON project is still on track and scheduled to be published Jan. 30, 2020. Final Design packages will be sent out to the facilities within the next week. The BOS Massport/MIT project has a couple different things going on. The RWY 33L RNP and GPS are still on track to be published in the Spring 2020. The 15R SID amendment required some waivers in order to not change the remaining transitions on the other SIDs. These waivers are not going to be approved, so we will have to revisit the 15R procedure and update the entire SID. The NEC ACR work continues to move forward and some of the first fruits of this will be seen on Jan. 30, 2020, when most of the Jet routes are removed within ZMA, ZJX, and partly within ZTL. In preparation for this removal, these routes will all be NOTAM'd out on Dec. 5. There are now smaller implementations related to NEC ACR all throughout 2020. A secondary jet route removal is also scheduled for July 2020 to help remove some routes within ZDC, ZBW, and ZNY that aren't being used today. This is in an effort to remove some clutter from the charts prior to our big implementation. The big implementation is still occurring in the fall of 2020 (charting September 2020; implementing November 2020).
