Merging Display Aid (MDA). The second enhancement will enable ATPA processing for single runway curved approach. ATPA will soon process formation flights. This should be available in the S6 R10 build that will be tested in November/December 2019. ATPA is voluntary on part of the individual controller at his/her display. COMMERCIAL SPACE Paul Behan is the Article 114 Commercial Space Rep. His report is below: Commercial Space Integration Team (CSIT): The CSIT met on Sept. 24. Several issues we brought forth from the Joint Space Operations Group (JSpOG) including: • NOTAMS with foreign entities: the 30th & 45th space-wings no longer want to be responsible for foreign NOTAM coordination for commercial launches. • Polar launches from Cape Canaveral Air Force Station: The JSpOG requests CSIT/FAA guidance on how to handle the operational impacts of launches with a southernly trajectory what will impact the majority of airports in South Florida. The concern is that a negative precedent will be set with respect to the major impact these launches will have on NAS operations. • Requests clarification on DoD policy on the use of SUAs for commercial space launch and reentry operations. The CSIT gave no answers on these issues and said it needed to be elevated to the executive level, seeing as few executives were in attendance. A presentation on the current NOTAM modernization project was given. U.S. NOTAMs are currently out of compliance with the 2012 and 2018 FAA reauthorizations as well as ICAO standards. Time Based Launch Procedures/Dynamic Launch Windows (TBLP/DLW): My agency counterpart from AJR and I travelled to present TBLP & DLW to a large group of NAS stakeholders that gathered for the Snowbird Routes meeting at Delta Headquarters in Atlanta, and also to New York for the same presentations at the Eastern Service Area and ZNY. The purpose was to bring understanding to the gains in NAS efficiency that can be achieved utilizing these methods. All parties agreed that these procedures will significantly reduce NAS impacts associated with east coast launch and reentry operations. Acceptable Level of Risk (ALR): The ALR implementation team meets weekly. The effective date for DCPs to the .65 and .3 incorporating ALR and related terminology were changed from Sept. 30 to Oct. 15 to allow for a 30-day notice to NATCA for an Article 7 briefing.
