Standard Terminal Arrival (STAR) Criteria WG - Based on draft changes sent out by AFS- 420, a collaborative and collective letter was submitted from AJV-14, AJV-83, and myself advising AFS that the proposed changes do not provide the flexibility needed for facilities to design and implement procedures. We had a conversation with AFS-420, and the STAR WG reconvened in November. Standard Instrument Departure Criteria WG - We continue to participate in weekly or bi- weekly meetings discussing criteria concerns and proposed changes pertaining to FAA 8260.3, United States Standard for Terminal Instrument Approach Procedures; FAA 8260.46, Departure procedure (DP) Program; and FAA 7110.65, Air Traffic Control. PARC NAV WG - We participated on a telcon and discussed the following: • Need for Advanced RNP CONOPS status - Barry Miller, FAA AIR, reported that he and the team had not yet been able to get together to do an outline. We are projecting to have an outline to discuss in the November F2F. • RF.TF Concurrent Ops Validation Report Review - The team did an initial review of the document drafted by Mike Cramer (MITRE). Mr. Cramer was interested in the group's feelings on the content and organization of the draft and wanted to have discussion on any topics the team felt needed more. A couple of items were brought up which should be added. Gary Petty, FAA AFS-420, and others agreed that in the "considerations," there should probably be a discussion of harmonizing with Established on RNP (EoR) using Track-to-Fix (TF), which Mr. Cramer will add. I brought up a concern about developing the Radius-to-Fix (RF) versions first, then trying to design the TF version since it's always been the desire to end RF designs at the FAF, and the TF designs will require a straight segment between the last turn fix and the PFAF. Discussion centered on the fact that if we are going into an airport to design concurrent operations, then it is a given that the RF must end prior to the FAF, but uncertain if that is criteria or design practice. A note will be added to the report to explain. Our fourth quarter face-to-face meeting happened Nov. 5-7 at the Delta Training facility in Atlanta. ICAO Flight Plan and Aircraft Filing - We participated in a telcon regarding our concern about the lack of appropriate Performance Based Navigation (PBN) Navigational Specification Codes being available within ERAM to support and assign the various types of PBN procedures. It was determined during our call that additional codes are needed, so the information is forwarded to AJV-7 to set requirements. UNMANNED AIRCRAFT SYSTEMS (UAS) Steve Weidner (ZMP) is the NATCA Article 114 Rep for UAS. His report is below: Limited Recreational Flyers in Controlled Airspace - The 2018 FAA bill changed a few things for people flying a drone for recreational purposes. To start with, hobbyist/modeler operators are now called limited recreational flyers/operators. But the biggest change to limited recreational operations is the requirement for them to obtain ATC authorization to operate in Class B, C, D, and E surface airspace. There are two ways in which a limited recreational operator can obtain authorization: • Limited recreational flyers can use one of the several UAS Service Suppliers (USS) that are associated with the FAA's Low Altitude Authorization and Notification Capability
