FEDERAL EMPLOYEE PAY RAISE
Congress has passed and the President has signed a pay raise for federal employees
to be implemented in 2020. For FY 2020, the House proposed and passed a Financial
Services and General Government (FSGG) appropriations bill that includes a 2.6%
raise across the board, plus a 0.5% increase in locality pay. So, with this raise, most
could see a total increase of 3.1%.
PAID PARENTAL LEAVE
The National Defense Authorization Act for Fiscal Year 2020 (NDAA) contains a new
title called the "Federal Employee Paid Leave Act." This Act provides 12 weeks of paid
parental leave to parents of children born or adopted on or after Oct. 1, 2020. NATCA
has been working for years to pass legislation to afford our members paid parental
leave. The inclusion of the Federal Employee Paid Leave Act into the NDAA was a last-
minute agreement.
Due to a loophole in the language, FAA employees are not covered by this Act because
FAA employees are not covered by the leave provisions contained in Title 5 of the U.S.
Code. Although GA Staff has spoken with leadership from both parties in the House and
Senate, they were not able to close the loophole in time for the vote. Any attempt to
correct the language prior to the vote would have jeopardized the passage of the NDAA.
NATCA and GA staff are currently working on solutions to get this amended. GA staff
will continue to provide updates.
