The new chapter was HRPM EMS - 11.4, Accounting for FAA Employees in Emergencies, which established the requirements for ac counting for FAA employees in an emergency. That policy also required all FAA employees to create and/or update their "My FAA Profile" with up - to - date emergency contact information. On August 10, 2015, NATCA was again notified about the Agency's intent to implement Human Resources Operating Instructions (HROI) Procedures for Accounting for FAA Employees in Emergencies, which was simply implementing HRPM EMS 11.4. Thereafter, the parties agreed to meet and work on this issue collaboratively. As a result, NAT CA and the FAA executed a memorandum of understanding (MOU) that, among other thing s, excluded certain NATCA BUEs – who do not "regularly access the FAA's intranet to perform their primary job functions" – from the requirements of the HROI and EMS 11.4 as it relates to accessing and updating their "My FAA Profile" and emergency contact information. At minimum, this exclusion includes all Air Traffic Control Specialists (215 2s). The MOU also confirmed that the HROI and EMS 11.4 apply exclusively to BUEs who are "o n - duty" and not to BUEs who are "off - duty." Thus, the MOU clarifies that the HROI and EMS 11.4 do not amend, alter , or conflict with the terms of Article 19 of the CBA (Hazardous Geological/Weather Conditions) nor any other national, regional and/or local agreements.
