2016 CBA Tentative Agreement Page 215 of 217 MOU - 5 OPAS AUTHORIZATION LEVELS/RIGHTS MOU MEMORANDUM OF UNDERSTANDING BETWEEN THE NATIONAL AIR TRAFFIC CONTROLLERS ASSOCIATION AND THE FEDERAL AVIATION ADMINISTRATION This Agreement is made between the National Air Traffic Controllers Association, ("NATCA" o r "the Union") and the Federal Aviation Administration ("FAA" or "the Agency"), collectively known as "the Parties." This Agreement represents the complete understanding between the Parties at the national level concerning authorization levels and associat ed rights contained within the Operational Planning and Scheduling ( OPAS) Tool . Section 1. The Parties agree to the attached authorization levels and associated rights. Section 2. The Agency agrees that there will be no changes to existing Controller - In - Charge (CIC) authority as a result of the implementation of OPAS, unless otherwise agreed to by the Parties at the local level. The OPAS CIC+/CIC authorization level will reflect facility CIC authority. If the CIC authorization level does not adequate ly reflect facility CIC authority, the CIC+ authorization level will be enabled within OPAS. Executed this ____ day of _________ 2016.
