LABOR RELATIONS DEPARTMENT NATCA SIGNS AFN TRANSITION MOU On July 21, 2016, NATCA and the FAA signed a Memorandum of Understanding (MOU) that incorporates the new AFN bargaining unit into the 2011 NATCA-FAA Multi- Unit Collective Bargaining Agreement (CBA). This MOU officially incorporates 1,200 bargaining unit employees into NATCA's Region X. The MOU addresses all transition issues necessary to include the AFN BUEs under NATCA representation, establishes "Normal Points of Contact" between the Union and AFN management, and sets up a structure for AFN NATCA representatives. A summary overview of the MOU will be circulated to the AFN employees in the coming days. NATCA RECEIVES A BRIEFING ON FAA ORDER JO 7110.XXX: WAKE TURBULENCE RECATEGORIZATION – PHASE II On June 20, 2016, the FAA offered to brief NATCA on Wake Turbulence Recategorization (RECAT) – Phase II, and the corresponding draft order JO 7110.XXX, which provides procedural guidance related to the use of Phase II procedures and separation minima, pursuant to FAA Order JO 7110.65. On July 21, 2016, NATCA received the briefing and learned about the draft order and waterfall schedule for Phase II implementation. In general, the FAA plans to implement and train a new facility with Phase II procedures approximately once per quarter. The next facility on the waterfall schedule is the Southern California TRACON, beginning around August 4, 2016. As a result of the briefing, NATCA also learned that the FAA has and will continue to work closely with our Article 48 representatives including Kevin Connelly, NATCA's National Wake Turbulence Representative, in developing the draft order and the waterfall schedule. Based on this information, NATCA's POCs are currently considering what next steps may be necessary. BRIEFING REQUESTS On July 21, 2016, NATCA requested a briefing on FAA Order FN 3770.15, Office of Finance and Management (AFN) Employee Clearance Procedures. We are currently waiting for a response from the Agency regarding our request. POCs: Assistant Director of Labor Relations Nicole Vitale and Labor Relations Coordinator Kendal Manson. SURVEYS NATCA recommends participation in the Department of Transportation's (DOT) Office of Federal Procurement Policy (OFPP) Acquisition 360 Survey. The DOT hopes to "improv[e] the acquisition process through timely feedback from external and internal stakeholders."
