This week we held the ATO's third annual NAS First, People Always aw ards ceremony. We recognized employees, teams and facilities, nominated by their peers, for demonstrating the highest levels of professionalism, leadership , excellence, and collaboration. Here are a few examples of this year's winners. This year ' s Outstand ing Technician Award went to Brian Klinkner at De s Moines System Support Center. Brian won't s ettle for less than perfection. He has a tireless drive to make the Instrument Landing and Navigation systems and equipment he is responsible for, more reliable f or the flying public. This year ' s Outstanding Controller Award recipient was Mark Douglas Stoffer from Quad City Tower in Moline, Illinois. In April, Mark came to the aid of a distressed pilot who was flying a Cirrus SR22 under Visual Flight Rules and was trapped on top of the clouds. Mark stayed calm, developed a plan, and gave the pilot instructions so he could land safely. The TAMR Phase 3 Segment 1 STARS Transition Team received the Exemplary Program Management Award for successfully completing STARS de ployment at our 11 largest TRACONs in the country. They did it five months ahead of schedule wit h minimal impact to operations. Deborah Young, TAMR Phase 3 Segment 1 Program Manager, was the epitome of exc ellence in the program office. Sadly, she recently passed away. We were fortunate to have her daughter Caroline with us to accept the award on her mother's behalf. Receiving a 2016 Collaboration, Partnership , and Success Award were Rafael Quezada and Stephanie Braxton. Rafael, a programs officer in ATO Int ernational, led the implementation of the FAA Safe Skies for Africa campaign, an effort to help our African partners with safety, accident investigation, security , and air navigation programs. Stephanie, a computer specialist in Technical Operations, suppo rted the ATO's participation in a cyber - security training exercise with the Department of Defense last year to help us respond rapidly to a cyber - attack or disruption. Jacqueline Shackleford received the 2016 Administrative Excellence Award. Jackie provide s exemplary administrative su pport for Air Traffic Services. Jackie strives
