PREAMBLE
WHEREAS 5 U.S.C Chapter 71 states labor - management relations are in the
public interest and the public interest requires high standards of supervisors,
management officials and employee performance and the continual development
and the implementa tion of modern and progressive work practices to facilitate
improved employee performance and efficiency; and
WHEREAS the well - being of employees and efficient administration of the
Employer are benefited by providing employees an opportunity to participa te in
the formulation and implementation of personnel policies and practices affecting
the conditions of their employment; and
WHEREAS the participation of employees should be improved through the
maintenance of constructive and cooperative relationships between labor
organizations and management officials; and
WHEREAS subject to law and the paramount requirements of public service,
effective labor - management relations require a clear statement of the respected
rights and obligations of labor organization s and agency management;
NOW, THEREFORE this Agreement is entered into by and between the
authorized representatives of the Department of Defense, Army National Guard ,
National Guard Bureau Readiness Center , Los Alamitos Aviation Division, Los
Alamitos, California, hereinafte r referred to as the "Employer" , and the National
Air Traffic Controllers Association (NATCA), AFL - CIO, hereinafter referred to as
the "Union".
