LABOR RELATIONS DEPARTMENT NATCA TO SUBMIT FORMAL PROPOSALS REGARDING REVISED FAATP Work continues regarding the FAA's proposed revisions to its travel policy (the FA ATP). A fter many briefings and a long process of informal negotiations over a period of two years, which resulted in several changes to the Agency's draft FAATP, NATCA is now working on formal proposals pursuant to Article 7 of the CBAs. NATCA's proposals are due Sept . 19th. POCs: Region X Regional Vice President Mike MacDonald, Assistant Director of Labor Relations Attorney Erina Hammond, Labor Relations Representative Melinda Kim, Beverly Cook, Mike Hull, and Scott Odle . NATCA FILES FOR EXPEDITED ARBITRA TION IN RVA FACREP REMOVAL CASE On July 22, 2016, NATCA filed for expedited arbitration against Robinson Aviation (RVA) Inc., regarding the termination of a NATCA Facility Representative at one of the company's privately run air traffic control tow ers. RVA is one (1) of the three (3) major Federal Con tract Tower Program employers. An arbitrator has been selected and the parties are now currently working to schedule a mutually acceptable date for the hearing. POCs: Director of Labor Relations Ryan Smith, Sen ior Labor Relations Attorney Chris Gant, and Labor Relations Attorney Damien Maree . NATCA PREPARES FOR INTEREST ARBITRATION WITH RVA INC. After more than a year of negotiations, NATCA and Robinson Aviation (RVA) Inc. have been unable to come to an agreeme nt for a successor contract to the 2011 Collective Bargaining Agreement between the parties. Pursuant to the ground rules that were negotiated at the beginning of contract negotiations, the parties will use interest arbit ration to resolve the impasse. Ther e are currently two (2) outstanding articles that the p arties are unable to agree on. They are Worki ng Hours and Dues Withholding. The parties have selected an arbitrator, and a hearing is scheduled for Aug. 30, 2016, at the NATCA Nationa l Office in Washin gton, D.C. POCs: Director of Labor Relations Ryan Smith, Senior Labor Relations Attorney Chris Gant, and Labor Relations Attorney Damien Maree . BRIEFING REQUESTS On Aug. 16, 2016 , NATCA requested a briefing on the AIR Standard for Safety Man agement System Implementation. We are currently waiting for a response from th e Agency regarding our request. POCs: Labor Relations Attorney Damien Maree and Labor Relations Coordinator Kendal Manson . On Aug. 10, 2016 , NATCA requested a briefing on Human Resources Poli cy Manual, Poli cy Bulletin # 90 - ATC Hiring. We are currently in the proce ss of scheduling this briefing. POCs: Assistant Director of Labor Relations Nicole Vitale and Labor Relations Coordinator Kendal Manson . On Aug. 9, 2016 , NATCA requested a briefing on Human Resources Policy Manual, Volume No. 4: Employee Relations Policy Chapter Supp lement ER - 4.1a (Social Media). We are currently working with the Agency on this matter.
