NATCA NATIONAL OFFICE DEPARTMENTAL WEEK IN REVIEW October 15-21, 2016 LABOR RELATIONS DEPARTMENT UPDATE ON E2 TRAVEL SYSTEM SPLIT PAY FUNCTIONALITY On Oct. 16, 2016, the Agency implemented a Split Pay functionality in the E2 Solutions eTravel System (the "E2 System"). Split Pay provides employees who hold government travel credit cards the option to "split" their reimbursement between the credit card service provider (JPMorgan Chase) and the employee's personal bank account. Split Pay eliminates the need for employees to log onto the JPMorgan Chase online account or to submit personal checks for payment. It also ensures that payment is made by the corresponding due date. The Agency previously notified NATCA of this pending change and NATCA received a national briefing on this subject on March 28, 2016. With the implementation of the Split Pay functionality, the E2 system now sets the default reimbursement for the most common expenses (e.g., airfare or lodging) to the "Travel Charge Card" setting. However, if employees would like to change the default setting, they may do so by selecting the "Traveler" setting from the drop-down selection. The Split Pay feature is available for open and newly created vouchers. It does not apply to vouchers that are already routed for approval. AGENCY BRIEFING ON LOTUS NOTES DEACTIVATION On Sept. 26, 2016, the FAA notified NATCA that it intended to deactivate Lotus Notes on Oct. 31, 2016, for certain Staff Support Specialists who still use Lotus Notes. On Oct. 21, 2016, the FAA briefed NATCA on this change. Lotus Notes is the program that some Staff Support Specialists still use to request leave. The FAA intends to transition from Lotus Notes to CASTLE for all leave requests. Eighty-seven (87) BUEs will be affected by the Lotus Notes deactivation. NATCA had several questions regarding the transition, including the availability of a help desk and the rollout schedule. NATCA will continue to work this issue with the Agency. AGENCY BRIEFING ON AAQ-510 RELOCATION On Sept. 15, 2016, the FAA notified NATCA of its plan to relocate the Eastern Region Acquisition Group, AAQ-510, from their present location in Room 111 of the Eastern Regional Office building in Jamaica, NY to the third floor of the same building. On October 19, 2016, the FAA briefed NATCA on this relocation. Three bargaining unit employees (BUEs) will be affected by this move, and they will be given sufficient time for
