to raise or suspend the debt limit again by this fall in order to av oid leaving the government without an ability to borrow. NATCA Impact: In the past, the debt limit has always been raised or suspended before the debt reached the limit. NATCA will continue to monitor the debt ceiling debate for any pote ntial impact on NA TCA members. LEGISLATIVE WATCHLIST In addition to executive actions from President Trump, Congress is already working on anti - federal employee bills. With Republicans officially in control of the House, Senate, and White House, the number of proposals tha t would negatively impact federal employees will rise. GA staff has been and will continue preparing to fight th ese proposals. H.R. 1293 : This bill was introduced by Dennis Ross (R - FL) and would amend title 5 of United States Code to require that the Offi ce of Personnel Management submit an annual report to Congress relating to the use of official time by Federal employees — basically, an increase in reporting on time/activities on official time. This legislation passed by voice vote within the House Oversig ht & Government Reform (OGR) Committee. In order for this legislation to become law, it would need to pass the House, Senate, and be signed by President Trump. GA staff is closely monitoring its movement, so stay tuned for updates. H.R. 1364, The Official Time Reform Act of 2017 : This bill was introduced by Rep. Jody Hice (R - GA) and would amend the Title 5 official time statute to prohibit federal employees from lobbying while on official time. Additionally, the bill will prohibit some federal employees fr om counting time spent on official time as creditable service under the Civil Service Retirement System (CSRS) and Federal Employees Retirement Systems (FERS). This legislation passed the OGR Committee by a recorded vote. In order for this legislation to b ecome law, it would need to pass the House, Senate, and be signed by President Trump. NATCA GA staff has been actively lobbying against this legislation and continues to closely monitoring its movement, so stay tuned for updates.
