LABOR RELATIONS DEPARTMENT NATCA PARTICIPATES IN FLRA MATTER REGARDING AFN UNIT On July 14, 2017, NATCA Labor Relations participated in a call regarding DA - RP - 17 - 0017, a unit clarification petition that the FAA recently filed with the FLRA's Dallas Regional Office. In the petition, the FAA sought to amend the certification for AFGE at the Mike Monroney Aeronautical Center to reflect that the former Office of Region and Center Operations (ARC) had been removed from the reporting structure. This minor change did not result in any emplo yees joining or leaving the bargaining unit. The FAA's petition brought to the FLRA's attention a second issue that affects NATCA's unit in the Office of Finance and Management (AFN). During the same reorganization that removed ARC, employees in the Offic e of Performance and Budget (AMB) previously represented by AFGE were realigned into APB - 550, which now reports directly to AFN. Consequently, these employees now fall under NATCA's AFN unit, FLRA Certification WA - RP - 0012 and – 14. The FAA, AFGE, and NATCA all agree that the APB - 550 employees fall under NATCA's AFN certification and the parties will likely enter into a stipulation regarding that matter. NATCA PARTICIPATES IN PAID PARENTAL LEAVE WORKGROUP NATCA and the FAA recently signed a scoping agreement forming a workgroup to study the feasibility of instituting a paid parental leave program at the FAA, in accordance with Article 26, Section 6 of the Slate Book. The workgroup, consisting of six people, will research paid parental leave programs in the public and private sectors, and will explore the feasibility of establishing such a program at the FAA. The workgroup will also provide recommen dations examining the structure and application of a potential paid parental leave program at the FAA. BRIEFING REQUESTS On July 10, 2017, NATCA requested a briefing on the Aviation Safety (AVS) Emergency Notification System (ENS) Stand ard Operating Procedure (SOP).
