NATCA NATIONAL OFFICE DEPARTMENTAL UPDATE January 6-19, 2018 LABOR RELATIONS DEPARTMENT TABLE OF PENALTIES On Jan. 19, 2018, the Agency briefed NATCA regarding revisions to its Table of Disciplinary Offenses and Penalties. The primary change is to Offense #67, which was revised to include "Posting, distributing, showing or viewing sexually explicit or pornographic materials on Government Furnished Equipment." The Agency increased the penalty range for a first offense by a non-manager to a 10-day suspension to removal. It had previously been a 10-day to 30-day suspension. The Agency also removed from Offense #26 the misuse of government vehicles that is not willful. Willful misuse of government vehicles remains misconduct under Offense #25. AFN EMERGENCY NOTIFICATION SYSTEM SOP On Jan. 10, 2018, the Agency briefed NATCA regarding a new Standard Operating Procedure (SOP) implementing the Agency's Emergency Notification System (ENS) for all organizations within the Office of Finance and Management (AFN). The purpose of ENS is to replace the Agency's aging alert systems (e.g., Emergin, Quick Alerts), provide faster emergency notifications, and facilitate accountability in the event of an emergency. AFN will use ENS for: (1) immediate emergency notification (e.g., building closures, active shooter situations, tornadoes); (2) accounting for employees in emergencies; and (3) post-emergency notification. In order to account for employees, AFN may periodically send out polling messages that request a response from BUEs during and after an emergency. AFN will not use ENS to communicate general announcements or weather information. AFN will utilize MyFAA profile information to send ENS messages to BUEs' Government-furnished equipment (GFE) via email, desktop pop-up, and text message. BUEs can voluntarily download the ENS app (AtHoc Connect) to their personal devices without having to provide their personal information to MyFAA. AFN will use MyFAA data to send targeted ENS messages based on functional or geographic area. This way, AFN BUEs will only see messages relevant to them.
