RUNWAY SAFETY: Bridget Singratanakul (Gee) (DFW) is NATCA's Runway Safety Action Team (RSAT) Representative. She also serves as the Article 114 Representative to the Runway Status Lights (RWSL) Program. Her report is below: Runway Status Lights (RWSL) • ORD, being conducted in three phases: o Phase 1, Runway 10L/28R, was turned online April 27, 2016. o Phase 2, 10C Enhancement, IOC (Initial Operating Capability) was completed on May 3, 2018. A pre-JAI meeting was held the week of June 11, 2018 and JAI was achieved July 13, 2018. o Phase 3, 9R Enhancement, CDA construction began March 19, 2019, and should be completed by June 18, 2019. Shelter was delivered on March 1, 2019. RWSL checkout/SAT/IOC target is Aug. 19, 2019. JAI Rwy 9R is scheduled for Sept. 19, 2019. • BOS: o Phase 2: Lighting computer replaced. JAI was scheduled for August 2018, and ORD for September 2019. o BOS Phase 4: Planned IOC date is June 2019. Presently, all testing is checking out well, however there is still more construction work being completed on the airfield. The system is online, but the additional arrays will not be available until tentatively June 2019. • DFW: o IOC on April 11, 2019. I want to express my great appreciation to everyone involved during challenging process. • San Diego: o IOC on April 18, 2019. I want to say thank you to the facility here as well, for the continued support throughout this process. Runway Safety In 2017, the FAA developed an ASDE-X enhancement that alerts when an aircraft is aligned with a taxiway. There is a national workgroup working on getting the ATAP to all viable ASDE-X sites. ASDE-X Taxiway Arrival Prediction (ATAP) is a technology aid for controllers to assist in mitigating events in which an aircraft lines up with a taxiway on arrival. The following locations currently have ATAP running: SEA, ATL, BDL, PHL, CLT, DFW, and STL. MCO is expected to go live within the week. We also have several other facilities that are just waiting to have training completed and local SRM. Runway Incursion Prevention Shortfall Analysis (RIPSA) - Tentatively TUS, SAT, and DAB have been selected as potential site locations. A new market survey was completed, and we have also completed demos and a Q&A period with each company. There has not been a decision made on which technologies to go with at this time. Additionally, we are in the process of gathering more data with the three sites. Meetings are ongoing to determine the best viable locations for enhancements on the field.
