SAFETY AND TECHNOLOGY DEPARTMENT May 27-June 2, 2019 Update ADVANCED TECHNOLOGIES & OCEANIC PROCEDURES (ATOP) John Lenhart (ZOA) is the Article 114 Representative for Advanced Technologies & Oceanic Procedures (ATOP). His report is below: Reduced Oceanic Separation The draft SRM document for the proposed ASEPS Oceanic 20-mile longitudinal and 23-mile lateral separation standard has been distributed to the panel members for comments. This was a final investment decision SRM. NATCA ensures that the ability to issue a controlled and protected WX deviation in the oceanic environment while utilizing reduced separation was part of the assumed environment. This ensures a WX deviation solution to be established prior to an implementation of the proposed standards. TR 2 Update Due to the government shutdown, the waterfall for ATOP has not only pushed right, but the order has not been solidified. ZAN was the preferred keysite. ZNY expressed several concerns and reasons for consideration to be the keysite that makes sense. As of now the ATOP program is developing a timeline of benchmarks to make ZNY the TR2 keysite and is working closely with ZNY to make it happen. ATOP OCP The ZAN/ZOA OCP meeting was scheduled for the second two weeks in May. AJR X also travelled to ZNY for the beginning discussions for development of their OCP. Global Data Link (GOLD) Meeting NATCA was invited to participate in the Seattle GOLD April 1-5. This was a preparation meeting for the panel meeting in Singapore slotted for late May. Two important issues the international community wanted to eliminate was the downlink message for "Pilots Discretion" and the ability to deny a clearance due to traffic, while issuing an alternate clearance in one singular message. Both of the downlinks are frequently used by all three FAA oceanic sites. NATCA and the U.S.-based pilots were able to build and express the legitimate case to keep these dynamics in the GOLD manual. It is our position that although global harmony is important, our paramount concern is protecting the integrity of the NAS which is the largest most complex airspace in the world. FAA operational representation is a must for international meetings and workgroups. FDN/NCP Status This month, we have finished or are in the process of working the following: • 56730: ZNY - ATOP incorrectly indicates that it is not CDA when a CPDLC response is not received. This is done.
