with the Command Center prior to the main conference call. This call would allow the planners to hear multiple forecasts along with the confidence level of the forecasts, before deciding what type of traffic management initiatives will be necessary to control the traffic volume. August 26-September 1, 2019 Update TERMINAL AUTOMATION MODERNIZATION REPLACEMENT (TAMR) Kyle Ness (M98) is the TAMR Article 114 Rep for NATCA. His report is below: Kyle Ness (M98) NATCA TAMR Article 114 Representative - Three STARS LITE/ARTS 1E towers achieved IOC in August with NATCA SME support. Eagle (EGE) tower achieved IOC as a remote tower off the Denver TRACON G4 system on Aug. 16. The EGE transition from STARS LITE to STARS G4 was trouble-free thanks to the teams from EGE, Denver OSF, Denver TRACON, and Denver Center. SLN tower achieved IOC as a remote tower off the Wichita STARS system on Aug. 27. Data block and system altimeter issues were identified early on and have been resolved with adaptation updates. Traverse City (TVC) achieved IOC as a remote tower off the Green Bay STARS system on Aug. 30. An early user evaluation was held at the Tech Center to assess a software revision to the Common Terminal Digitizer (CTD) with myself and Tony Nappi, Region X A48. The intent of the software change is to reduce Anomalous Propagation produced by the ASR-8 by utilizing an algorithm called Slow Clutter Canceler (SCC) with "larger cell AP" detection processing. This processing evaluates precipitation on a micro-level to allow for full weather/AP detection. The evaluation presented side-by-side recordings of AP events with SCC on/off. Initial results showed significant reductions to AP while preserving actual weather on the glass. A minor revision was ready for a formal evaluation by NATCA Sept. 17 at the Tech Center. Progress continues to install a Direct Sensor Feed (DSF) at Shreveport tower as a STARS backup system. Documentation is complete and an integration date has been set for early October pending AT approval. The TAMR Article 114 meeting was held Aug. 27 in Washington with me, Ross Costa, Richard Thomas, and Scott Kendrick in attendance. Agenda items included an update on researching keyboard lockups at Omaha (R90), mixing of replacement keyboards by different vendors in the field, contract status, operational test planning, and TSAS. Thanks to James Keith for participating in a discussion of requirements and weather. The STARS Program Office requested Raytheon to develop an ADS-B In CHI prototype to demonstrate the various ADS-B In capabilities as they apply to terminal operations. A meeting was held at Raytheon on Aug. 28 with NATCA, FAA, Raytheon, and MITRE to review ADS-B In applications and how STARS can be updated to facilitate Interval Management Operations. To support ADS-B In operations, controllers need to be aware of aircraft equipage and the type of the ADS-B In application in use. Raytheon proposed
