The FAA is in the process of purchasing approximately 1,000 headset splitters for use in terminal facilities with only 2-jack positions. This is related to CAR-2012-001 and will allow controllers to perform position relief briefings during OJT. Work continues on updating the deployment spreadsheet to capture 804 facilities as well as facilities that were expected to get NVS. September 23-29, 2019 Update ADVANCED TECHNOLOGIES & OCEANIC PROCEDURES (ATOP): John Lenhart (ZOA) is the Article 114 Rep for ATOP. His report is below: ATOP TR2 - ATOP TR2 is fully installed and running at ZAN successfully. ZNY is currently in progress. Because of the different airspace and operational dynamics between the three Oceanic ATOP Sites, TR2 for ATOP is not a simple one-size-fits-all drop. Currently ZNY has had no major problems. ZOA is scheduled for the end of the year. Global Data Link - During the GOLD PT international meeting in Ottawa, Canada, earlier in September, one topic for discussion had the potential to negatively impact the Oceanic operations, specifically in the Atlantic West airspace. The conversation was focused on conditional data link clearances. The concern is international pilot errors and lack of understanding when issued a conditional clearance. The FAA and NATCA SMEs described in great length the operational advantage, the lack of concerning safety data, and the need to use conditional clearances when the operation is busy and complex. The U.S. pilots concurred. We will be displaying supporting data and information papers to the ICAO Operational Data Link Working Group in Montreal, Canada, in October. SBA Concept Meeting - The SBA concept meeting has a finalized agenda and will be held Oct. 8-10 at the Tech Center. The goal is to develop realistic concepts utilizing SBA technology and surveillance to enhance safety and efficiency in the Oceanic environment. Current ATOP FDN Items - • 56196: Enhanced Trial Probe for OOC Position Reports (CHI demonstration). • 50981: Need a way to enter CPDLC reported PIREPs. • 52339: Auto Populate Airspace Reservation with SIGMET Info. • 51586: Weather Deviation Follow Up to 51050. • Air Traffic Failure Mode Enhancements. • Enhanced Conflict Probe for Surveillance Airspace. AIR TRAFFIC PROCEDURES (AJV-8) John Murdock (PHL) is the Article 114 Rep in the AJV-8 Office. His report is below: ILS Critical Area Protection - A Safety Risk Management Panel was held in July to evaluate if new standards should be incorporated into the .65 to clarify and increase the separation minima for the critical area.
