Eastern PBN, NEC Airspace and Procedures, and National Procedures Assessment (NPA) Update by Bill Wise Current Eastern Service Area PBN projects - NEC ZNY Offshore Y-route project published on Oct. 10. We had roughly 90% compliance within the first four days. We could not have asked for a better implementation and I want to thank all the NATCA SMEs/POCs at ZBW, ZMA, ZSU, ZJX, and especially ZNY. NEC ACR Co-Leads Vicki Turner, Joey Tinsley, and their teams deserve a big thanks for the assist and last minute save! There is still work to be done and I have several IOUs to ZNY. The NEC NTHNS and GLDMN project is a modification of the current RNAV SIDs to alleviate noise over Flushing, N.Y. The PBN team worked with industry to evaluate climb gradients to shorten the initial climb before turning to follow the Van Wyke Expressway on the initial departure segment. We expected a publication for March 26, 2020, but with a large environmental backlog and higher priorities it appears this project will push into FY 2021. P56 Project is to modify nine DCA RNAV SIDs to help industry avoid the restricted area off of Runway 1 at DCA. The new HOLTB is designed for validation purposes and will publish on Jan. 30, 2020. As we work on the development of the other eight SIDs the PBN team will take the opportunity to fix a safety issue with the current BOOCK SID, add connectivity to the new NEC ACR routes for ZDC, and modify six westbound SIDs per a DCA Noise RT request. On July 16, 2020, the team intends to cancel the BOOCK and HOLTB SIDs, publish the new AMEEE SID, along with amending the eight additional DCA RNAV SIDs, the CONLE off of BWI and the JCOBY off of IAD. With the endorsement of the DCA Noise RT and concurrence from PCT TRACON, the six westbound SIDs will be amended to satisfy the RT if we can complete the environmental prior to Jan. 24, 2020. If the environmental can't be completed, the RTs request will need to push to a later publication date. DCA radar tracking (RT) continues to evaluate procedures PCT purposed to help alleviate their noise concerns. The eastern co-leads demanded an answer on the environmental modeling on Nov. 4, as we need to move forward with the P56 project. The RT modeling is standing in the way of modeling for multiple other projects such as NEC ACR, NTHNS/GLDMN, and RDU. There is no new information from last month on the Baltimore Noise RT or the IAD "Trips" project. The RDU project is moving forward and we had a great meeting this past week at RDU. We feel confident that most of FAY approach concerns have been mitigated. RDU and ZDC came together to work collaboratively through the 7100.41A to help FAY address the loss airspace to RDU for the modification of the MALNR STAR. We have some work to finalize and feel we can also help the three facilities further when we meet again for their portion of the ZDC VORMON project. The following is the overview of the RDU project and its increased scope from the original RNP safety issues: The project is working to remove all NAVAIDs from procedures to meet the VORMON requirements and connectivity with NEC ACR new route structure. We identified automation issues with seven SIDs out of the DC Metro area and an airspace change between FAY and RDU. The DC Metro SIDs will need abbreviated amendments for two BWI SIDs, two DCA SIDs, and one IAD SID. We have asked the Air Force to amend one DOV SID and one ADW SID. The airspace changes with RDU and FAY has been necessitated by changes in STAR criteria and aircraft performance. We are still working through mitigations with FAY to
