implement the change. Spectrum also identified that RDU will need a new frequency for the airspace with the addition of the 1.5 miles to their sector. We met at PCT the week of Oct. 21 for the ZDC VORMON project, which encompasses 25 NAVAIDs in and adjacent to ZDCs airspace and the underlying approach controls. The project was delayed because of DataComm and NEC ACR. ZDC has agreed to work on a limited fashion between now and April to have our T-route designs and the victor airway mitigations completed by April 2020. This deadline is to meet the 310-day cutoff for the airway legal process and meet our projected publication cycles in FY21. Once the April deadline is met, the team will need to evaluate over 1,500 pref-routes for traffic around the DC metro airport and New York metros through ZBW. These routes include the New York escape routes for LGA, EWR, and JFK, and will involve eight approach controls: WRI, DOV, ACY, PHL, PCT, ORF, NHK, N90, and ZDC for the northeast section of ZDC. With the holidays and the 45-day requirements of PMT-lite, we canceled our Dec. 9 meeting and scheduled five weeks of meetings in February and March to complete the designs. My co-lead and I will work over the next few weeks on the schedule and coordinating with facilities for SMEs and locations for meetings. There are three phases to the project set by the staffing limitations at ZDC. The Oct. 21 meeting involved ZDC, ZNY, N90, PHL, PCT, NHK, DOV, ACY, and WRI. The next meeting will occur during the week of Feb. 3, 2020, and will involve ZNY, ZDC, PHL, PCT, ZOB, ZID, CRW, ROA, HNK, MDT, and CKB. The week of Feb. 10 will cover the southern portion of ZDC and include ZDC, ZJX, ZTL, PCT, ORF, FAY, FLO, RDU, GSO, ROA, ILM, NHK, GSB, NKT, and NTU. We intend to complete all T-route design and victor airway remove proposals at the end of this third meeting. During the three weeks in March, we will finalize publication schedules, documentation, and coordination with the ZBW VORMON schedule. NEC Airspace and Procedures projects - As reported above, the NEC Offshore Y-route project published, and NEC ACR continues on track for an extensive FY20 publications affecting ACR. Procedures at RDU, CHS, LGA, PHL, TEB, and EWR all must fall into place for ACR to be successful for their November 2020 implementation. For a full report on NEC ACR, see Joey Tinsley's report. PHL SCIA for RWY 9/35 and CRDA for RWY 27/35 continue. TEB/HPN high altitude escape routes through ZBW and several EWR initiatives continue. A new GSP Z to RWY 13L is being published at JFK, and N90 is working with AFS on a similar approach at LGA for RWY 31. The National Procedure Assessment (NPA) - The NPA is a national project being led by AJV-A out of Oklahoma City to remove underutilized procedures in the NAS. Every FacRep and RVP should have or will receive an invite for a national briefing on the process. Additionally, the FacRep and manager of each facility will be notified by separate email every time a procedure is proposed for removal in their airspace. You will be expected to work collaboratively with your facility management to determine if the procedures can be canceled, and respond either with management in concurrence, or separately if necessary. The first round of 500 removals took place last year and the Agency is looking at 1,000-2,000 over the next year and hope to remove as many as 6,500 over the next few years. These first rounds will be SIAPs, but they will be targeting SIDs and STARs in the future. NATCA PBN Co-Lead East Update by Brent Luna The current projects and work continue to move forward in the East. The current projects being worked by my group are TDG VORMON, BOS Massport/MIT, NEC ACR, and ZBW VORMON.
