WEATHER Eric Avila (ZHU) is NATCA's Article 114 Rep for Weather. His report is below: NextGen Weather Processor/Aviation Weather Display (AWD) - The Human Factors Work Group (HFWG) is working on designing the overlay menu for the AWD. The HFWG is working with MIT Lincoln Labs to develop the overlay menu. The overlay menu involves redesigning the database that is currently used to search airways, fixes, etc. In addition to the overlay menu, the HFWG has also been waiting on a good winter weather case to be collected to test on the AWD. In early December, data was collected for 24 hours and included winter weather. The team will now wait for the data to be processed and delivered to the William J Hughes Technical Center in order to be evaluated early next year. Integrated Terminal Weather System (ITWS) - On Dec. 3-4, I visited New York Center, New York Approach, LaGuardia, Newark, and Liberty airports. The site visits were primarily to investigate the level of training that the traffic managers have with ITWS and determine if there is a need to refresh and retrain the system. This was the second of four site visits that are planned before finalizing a report to submit to the Program Management Office on the overall findings. Collaborative Decision Making (CDM) Weather Evaluation Team (WET) - On Dec. 10- 11, the WET team met at Oakland Center to discuss the difficulties in forecasting fog at San Francisco International Airport. The local topography and airport location provide a unique set of circumstances that makes the forecasting of fog very difficult. The local meteorologists rely on web cameras, multiple sensor sites, etc., to determine when the fog will begin to dissipate. The team went over the existing system, former experimental systems, along with the current morning plan, and recommended changes that will be presented to the CDM Stakeholders Group in January. December 16-22, 2019 Update AIR TRAFFIC PROCEDURES (AJV-8) John Murdock (PHL) is the Article 114 Rep in the AJV-8 Office. His report is below: CARs (Corrective action reviews): 2019-007 NOWGT (No weight) - No movement or work has been completed by the Agency on the NOWGT safety issue. The latest meeting was scheduled for Dec. 17, and was then rescheduled for Dec. 23. We are working on what technology upgrades and enhancements will have to be made to address part of the problem. 2019-008 RVM/EOVMs (Radar Video Maps/Emergency Obstruction Video Maps) - This CAR was returned by the ERC as a non-concur to the corrective action panel.
