assigned to them as of October 15, 2015, and supporting the CNI Support Staff performing deskside support when incidents are e scalated to Deskside managers. They must focus on closing out "Aged Incidents" across all remedy queues, monitor the queues to en sure that incidents are being actively worked, and continue keeping the Deskside managers aware of any transition issues. The Agency also plans to develop a new organizational structure within Helpdesk and Deskside Support Services to support an d administ er the new contract. It anticipates that under the new contract, fewer employees will be needed to perform these functions and thus plans to develop a process to match current employees' knowledge, skills, interests, and abilities with needs within Busines s Partnership Services and AIT. The reorganization and employee process is still in the planning stage, and the Agency wants to establish a labor/management workgroup over the next several months to tackle these issues. NATCA intends to participate in the workgroup and will submit proposals regarding this initiative. NATCA POCs: Region X RVP Mike MacDonald, National ARC Representative Ken Slauson, and LR Attorney Nicole Vitale NATCA ARBITRATES SERCO MILEAGE REIMBURSEMENT CASE On October 30, 2015, an arbi tration hearing was held at the DC law offices of Seyfarth Shaw, regarding a grievance filed protesting the recent failure of Serco Inc. to reimburse Bargaining Unit Employees for mileage costs incurred, when driving to get physical examinations required a nnually to retain a 2nd Class Medical Certificate. Second Class Medical Certificates are required to perform air traffic contro l duties in the private sector. Until March of 2015, Serco had always reimbursed all employees for mileage associated with gettin g their 2nd C lass Medical flight physicals. In March of 2015, Serco stopped reimbursing all employees tha t were represented by a union. The Parties to the arbitration will be submitting post - hearing briefs in the coming weeks on the issues presented at the hearing. NATCA POCs: Director of Labor Relations Ryan Smith, Senior Labor Relations Attorney Chris Gant, and Labor Relations Attorney Damien Maree DYNAMIC REGULATORY SYSTEM (DRS) On October 23, 2015, NATCA received a briefing on the Dynamic Regulatory S ystem (DRS). The AVS Line of Business is undertaking an effort to create a master database called DRS. DRS is a cloud based information system that will consolidate all flight standards and certification guidance into a single master database. DRS is part of an effort by the AVS LOB to improve the consistency of how its regulation s are sourced and interpreted. DRS will streamline into a single source all of its policy, safety and regulatory content for improved document management and enhanced search capabi lities. Information currently stored in the FSIMS and RGL will be migrated into DRS. AVS requires DRS to (1) combine documents from different repositories; (2) see documents that were not seen before; (3) improve relevancy of search results; and (4) show d ocument cr oss - linking and rules - linking. The time frame for release an d deployment is June 30, 2016. NATCA will work with the FAA in pre - decision making process, in b eta testing and prototyping. NATCA appointed NATCA subject matter experts in the categorie s of Field Inspector, Librarian, Policy Writer, RGL SME, Safety Inspector, and FSIMS User. In addition, a National NATCA DRS Lead Representative was also named. NATCA will address any impact and implementation issues once the FAA releases and deploys the system in mid - 2016.
