LABOR RELATIONS DEPARTMENT NATCA RECEIVES BRIEFING REGARDING NOTICES OF INTENT TO REVOKE ACCESS TO CLASSIFIED INFORMATION On December 3, 2 015, NATCA received a Union - requested briefing from the FAA regarding apparent changes to how the Agency handles security clearance issues stemming from an employ ees' positive drug test result. Although the FAA denied any change in procedure, the position of the Agency's Personnel Security Division is that if an employee in the en route environment tests positive for drugs, he or she should expect to receive a Notice of Intent to revoke his or her access to classified information, even if the employee is un dergoing a Treatment/Rehabilitation Plan. According to the Office of Security, a positive drug test result makes revocation of the employee's securi ty clearance extremely likely. However, revocation is not automat ic. Employees will have the opportunity to respond to the Notice of Intent, and each situation will be adjudicated on the individual facts and relevant mitigating con ditions of the particular case. NATCA ATTENDS NTSB INVESTIGATION AT ZME From November 30 through December 2, 2015, NATCA LR participated in an NTSB investigation at Memphis Center (ZME). The NTSB came to the facility to investigate an incident involving a loss of separation that occurred on October 29, 2015, around 2:30 a.m. CDT. The NTSB's ATC Workgroup included Lead Investigator Scott Dunham, NATCA ASI Representative Karena Marinas, and ZDC QC Manager Ray M ittan. The FAA's investigation team included Events Investigation Manager Travis Fiebelkorn, ESA - QCG representative Steven Sutcavage, and ESA - QCG representative Kathy St. John. NATCA LR represented all bargaining unit employees interviewed by the NTSB in i ts investigation.
