LABOR RELATIONS DEPARTMENT NATCA RECEIVES BRIEFING ON FAA ORDER 1900.47E On May 27, 2016, NATCA received a briefing regarding FAA Order 1900.47E, Air Traffic Control Operational Contingency Plans. The Agency, in collaboration with NATCA, developed the new Order 1900.47E in response to a number of recent major facility outages, including the ZAU fire, the ZLA ERAM outage, and the C90 evacuation due to smoke in the control room. The new order reintroduces the concept of divestment, clarifies the role s and responsibilities of support facilities, and creates the concept of ATC response levels. Order 1900.47E was signed and published in January of 2016. Under Order 1900.47E, facilities must develop and maintain plans to provide continuity of services du ring outages. All facilities that provide ATC services in defined airspace must have divestment plans and must identify and colla borate with support facilities. In an emergency situation, the Crisis Response Team at the facility will assign ATC Zero Respon se Levels 1 - 4 depending on the severity of the event and the likelihood of restoration. The ATC Response Level provides more information to all involved parties, including users, about what to expect regarding ATC services at a facility. AGENCY BRIEFING ON FAA ORDER JO 7210.3Z On April 26, 2016, the Agency notified NATCA of its intention to update FAA Order JO 7210.3Z, Facility Operation and Administr ation, effective May 26, 2016. The goal is to implement new procedures resulting from the Flight Service NAS Initiative. The Agency briefed NATCA on May 23, 2016, about these changes. After following up with several questions, NATCA does not have any issue with the proposed changes. ASP - 300 ALL HANDS MEETING On May 24, 2016, the Agency briefed NATCA and affected employees about the Service Center Employee Placement Process, a plan to reassign affected employees whose job posit ions are being contracted out. These affected employees ar e full - time Desks ide Support BUEs from APS - 3xx. During this process, employees will be given 21 days to review available job positions, send in their resume, and complete the process
