LABOR RELATIONS DEPARTMENT N ATCA ATTENDS TELCON WITH THE FLRA REGARDING FAA'S PETITION TO CLARIFY AFSCME'S HEADQUARTER S UNIT On June 21, 2016, NATCA attended a telcon with the FLRA regarding a petition that the FAA filed in December of 2015. The FAA and a number of other unions also participated in the call. The FAA's petition seeks to clarify the language in AFSCME's headquarters unit certification, which the FAA asserted is confusin g and difficult to administer. The FAA's petition affects a number of NATCA bargaining u nits in Regio n X. It also impacts a petition that NATCA filed in September of 2015, seeking to represent employees in the FAA's Air Traffic Safety Oversight Service (AOV) who work in fie ld offices in Renton, Wash.; College Park, Ga. ; and Fort Worth, Texas. During the t elcon, the FAA proposed a solution to the alleged difficultie s with AFSCME's certification. The FAA asserts that its suggested resolution does not change the existing bargaining unit structure within the FAA. NATCA is currently analyzing the available evid ence and developing our position regarding that assertion. The Parties will reconvene on July 11, 2016, to discuss the petition and attempt to develop a written record that would allow the FLRA to make a d ecision on the FAA's petition. If the Parties are unable to do so, the Parties will go to a hearing. The FLRA has tentatively scheduled the hearing for the week of August 1, 2016.
