13 A written response will be given to the grievant(s) within ten (10) calendar days after the meeting has taken place. If no meeting was requested, the Aviation, Operation and Training Branch Chief or his/her designee will provide a written response within ten (10) calendar days of the date the grievance was elevated to Step 2. These timelines can be extended by mutual agreement. STEP 3. If the grievance is not resolved at Step 2, the grievant and/or the Union repr esentative, may within twenty (20) calendar days elevate the grievance to the Chief, Aviation and Safety Division, Army National Guard Readiness Center, National Guard Bureau or his/her designee, through the Labor Management Employee Relations (LMER) Divis ion, HQDA Civilian Personnel Advisory Center for further consideration. If requested by the grievant, the Aviation and Safety Division Chief or his/her designee shall make arrangements to meet in person, by telephone or via Video Teleconference (VTC), wi th the employee within ten (10) calendar days after receipt of the grievance and a written response will be given the grievant(s) within ten (10) calendar days after the meeting has taken place. If no meeting was requested, the Aviation and Safety Divisi on Chief or his/her designee will provide a written response within ten (10) calendar days of the date the grievance was elevated to Step 3. These timelines can be extended by mutual agreement. STEP 4. If the grievance is not satisfactorily resolved at Step 3, the Union may refer the grievance to arbitration in accordance with Article 9. Section 9. Union or Employer Initiated Grievances: Employer/Union grievances under this agreement will be processed as follows: STEP 1. The grievances must be sub mitted in writing within twenty (20) calendar days of the act or occurrence, or the date the moving Party became aware of the event . A grievance filed by the Union will be addressed to the Chief, Aviation and Safety Division or designee, through the LMER Division, HQDA Civilian Personnel Advisory Center. A grievance filed by the Employer will be addressed to the President, NATCA, AFL - CIO. A written grievance, by either Party will contain at a minimum:
