It is important to note that new technology incorporated in the RIPSA Program will be indicators that are available to be seen only by aircraft, and will not be a n air traffic controller tool. NATCA has several concerns about the Agency's approach to RIPSA and will be working with them as they expand deployment. FAA BRIEFING ON AA P - 300 REORGANIZATION On Dec. 29, 2016, the Agency sent notice to NATCA regarding the reorganization of AAP - 300, Acq uisition Policy and Oversight. On Jan . 10, 2017, the Agency briefed NATCA about the proposed changes to AAP - 300, 310, 320, and 330. The Agency explained that AFN Communication, Business Planning, and Web Management duties were transferred to offices outside of the AFN - 200 Strategy and Service Integration Division. As a result of this change to AFN, there has been a loss of personnel. The remaining functional component of AFN - 200 will be reassigned to AAP branches. The AFN - 200 personnel will be aligned with AAP personnel with similar duties. Further, they will continue to work in support of AFN initiatives. To better support the function al realignment components of AFN, AAP - 300 and AAP - 400 will be realigned to better reflect t heir duties and mission focus. Eighteen employees will be affected, including three branch managers, but official position titles, series, pay bands, and bargaining un it codes will not be impacted. Core duties will not change . The proposed effective date for thes e changes is Feb. 5, 2017. The Agency has been working with Gwendolyn Kimbrough, NATCA AFN AAQ AAP Representative, throughout this process, and the affecte d e mployees have been briefed. BRIEFING REQUESTS On Jan. 27, 2017, NATCA requested a briefing on FAA Notice JO 8020.XX X, Accident Package Generator. We are currently waiting for a response from the Agency regarding our request. On Jan. 26, 2017, NATCA requested a briefing on the new exit procedure changes affecting FAA Headquarters buildings . We are currently waiting for a response from the Agency regarding our request.
