allows acceptable time to complete workforce training. Training will need to begin immediately after the facility prime time leave schedules wind down and prior to procedure publication. • San Antonio, Texas - Initial noise analysis has been received and briefing materials and presentations are being built. Environmental is gathering additional info before presenting these results to the SAT City Aviation Department. • Indianapolis Center - VORMON and T-Route mitigation telcon was held Oct. 23 via Zoom meeting and telcon. • Louisville, Ky. - We held a very successful Scoping meeting in July. The first draft of the Scoping Document was sent out for workgroup review and a telcon was held on Aug. 12 to discuss and make changes. The next meeting date occurred Nov. 19-21 in Louisville and is TBD for January 2020. Scoping document financial details are being worked so we are able to estimate overall project and implementation anticipated costs. • Cincinnati, Ohio - Preparations are being made to continue previous PBN design work to support KCVG. No meeting dates have been coordinated yet. • Dallas, Texas - Four SIDs have been amended to improve the DRSET departure issue at Dallas Love Field. Aircraft departing RWYs 13L/R need to be vertically restricted to keep them out of the DFW departure stream. Procedures are in OKC for development and charting is expected in December. • El Paso, Texas - Two RNPs have been developed to address safety issues identified by SWA when approaching RWY 08R. Procedures are at OKC for development and charting is expected in January 2020. Environmental review has been done and CI requirements have been met. • Chicago Center - We have mature T-Route packages that were completed in October 2018 to mitigate several navaids being lost because of VORMON as well as route structure mitigations to support AirVenture (Oshkosh). Environmental process was too large to complete in time for 2020 AirVenture. Both IKK and MKG decoms have been slipped to later in 2020 and will not impact the 2020 AirVenture. This is a large T-Route project and we are working with environmental to move this project on to environmental review and community engagement planning and execution. • Kansas City Center - We have mature T-Route packages that were completed in November 2018 to mitigate a number of navaids being lost in ZKC because of VORMON. Environmental is finishing their review. This is also a relatively large T-Route project and we are working with environmental to move this project on for final environmental review and community engagement planning and execution. • EoR (Established on RNP) - EoR enhancements at IAH and DFW are being submitted for approval. The IAH work is the second phase of EoR adjustments to finish the phase one work done in late 2018. DFW just had the national EoR team visit their facility and we are expecting the DFW request very soon. We are currently reaching out to the remaining Central Service Area Centers for meeting dates in early 2020 to mitigate the many losses from VORMON. VORMON mitigations remain a priority for us and scheduling now helps us keep these projects from being overrun by other competing PBN requests. The immediate goal for the next six months is to have packages submitted for each Center that cover all VORMON impacts anticipated through Phase I of VORMON (FY2021). We have T/Q-route details completed for ZMP, ZAU, ZKC, and ZID. We are now targeting ZHU, ZOB, ZME, and finishing up with ZFW. RNAV and PERFORMANCE BASED NAVIGATION (PBN) Bennie Hutto (PCT) is the Article 114 Rep for RNAV and PBN criteria work. His report is below:
