JYO PMO NextGen NVS IDS - R DataComm CDM AJV Airspace Administrative Software LABOR RELATIONS DEPARTMENT BALLOTS RECEIVED IN AFN ELECTIONS NATCA has received reports that most voters have received their ballots that they will cast to determine what union will represent the approximately 1 , 300 employees in the Agency's Office of Finance and Management (AFN). The FLRA mailed the ballots from the Washington Regional Office on Aug . 20, 2015, to each voter's h ome address on file with the Agency. The FLRA must receive the ballots by Sept . 23, 2015, and the FLRA will count the ballots on Sept . 24, 2105. Employees who have not yet received the ballots should contact the FLRA at 415 - 356 - 5000, Ext. 2019, to request an additional ballot. NATCA has been working hard to educate employees about the election process and the benefits of NATCA membership. Outreach events have included Meet - and - Greets across the country, telecons with NATCA Executive Vice President Trish Gi lbert, and emails and phone calls to employees. NATCA PREPARES FOR ARBITRATION HEARING ON AOV DESK – AUDIT In September 2014, NATCA became aware that AOV scheduled a "desk audit" aimed at assessing whether the Air Traffic Organization (ATO) was in compliance with the requirements for the Minimum Safe A ltitude Warning System (MSAW). AOV requested various documents and data from several Tech Ops, ATC, and OSF facilities, as part of this "desk audit." On Oct . 1, 2014, NATCA sent the Agency a cease and desist letter stating that the AOV audit violated Article 51 of the Parties' CBAs. NATCA filed a national grievance on Oct. 14, 2014, because the Agency would not agree t o cease and desist. On Nov. 3, 2014, the Agency responded stating that a "desk audit" is a paperwork - only audit that is conducted exclusively from FAA HQ in Washington, D.C. thus, denyin g any violation of Arti cle 51. The national grievance was approved for arbitration and a hearing date was scheduled for Nov . 9, 2015, in Washington, D.C., bef ore Arbitrator Shyam Das.
