scheduled to go into effect on May 30, 2014, NATCA and the FAA agreed under Article 7 to suspend all timelines related to im plementation of the policy, so that the parties could work collaboratively on the iss ue. As a result, the policy has not been made applicable to NATCA's bargaining unit employees and this issue has remained in abeyance until recently. On August 10, 2015, N ATCA was notified regarding the Agency's intent to implement the Human Resources Operating Instructions (HROI) Procedures for Accounting for FAA Employees in Emergencies, in accordance with HRPM Volume 11, Gui dance on Emergency Situations. This new HROI, h owever, was simply implementing the previous HRPM EMS 11.4 that the parties w orked collaboratively in 2014. As a result, the parties reengaged their work on this issue collaboratively in a meeting at FAA HQ o n Tuesday, September 15, 2015. NATCA and the FAA are currently working through several issues regarding the implementation of this policy, and NATCA POCs are also evaluating the next steps for this process. FAA ORDER 6000.55C – NATIONAL FACILITY DRAWING LIBRARY PROCEDURES On September 3, 2015, NATCA received a briefing on the Agency Order 6000.55C concerning National Facili ty Drawing Library Procedures. Th is Order establishes that the National Computer Aided Engineering Graphics (CAEG) Program has the responsibility for establishing and maintaining the FAA CAEG Facility Library for all National Airspace System (NAS) National Standard, Project and Facility D rawings. The Order provides further instructions on how to locate guidance and procedures on how drawings are to be prepared, submitted, and retrieved through the Facility Drawing Library. These activities include the processing and cataloging of the data and providing for its secure storage and access. The main change that is noteworthy to the updated Order is the process of evaluating NAS facility drawings that are deemed security sensitive. Drawings will be evaluated for one of three specific designation s: (1) Sensitive Secure Information (SSI) , (2) For Official Use Only (FOUO), or (3) u nclassified with no markings. To accomplish this, the FAA looks to "Protecting Sensitive Unclassified Construction Information" memorandum dated May 16, 2006, for further guidance for evaluating drawings for SSI or FOUO classification. This memo can be found at http://caeg.faa.gov . After the September 11th attack on the U.S., the FAA classified all NAS facility drawings to be security s en sitive. Through this Order, the FAA attempts to lift some restrictions by establishing a review process through the SSI or FOUO evaluation, to determine the level of se curity for CAEG drawings. The updated Order does not change the working conditions for b argaining unit employees. Rather, it simply establishes an evaluation process for security determination on NAS facility drawings. As a result, it was determined not to submit bargaining proposals.
