ASAP is the Federal Contract Tower Program companion to the FAA's Air Traffic Safe ty Action Program (ATSAP) that the Union and the Agency negotiated previously. Serco is one of three Federal Contract Tower Program employers, along with RVA Inc., and Midwest Air Traffic Control Systems. NATCA has already executed ASAP implementation MOUs with the other two Federal Con tract Tower Program employers. With the signing of this MOU, all NATCA represented employees in the private sector are ab le to utilize the ASAP program. NATCA bargaining unit employees will utilize the program to process invoices submitted by Agency contractors and vendors. NATCA POCs: Ken Slauson and Labor Relations Attorney Suzanne DeFelic e . NATCA ATTENDS BRIEFING FOR CARPET REPLACEMENT AT FAA HEADQUARTERS IN WASHINGTON, D.C . On May 3, 2016, the FAA briefed NATCA regarding the Agency's plan to replace carpet on the 7th floor of building 10A at FAA He adquarters in Washington, D.C. The Agenc y believes the process will be non - disruptive because the workstations th emselves will remain in place. BUEs will be able to leave personal items in their desk drawers and two - drawer lateral file cabinets. The Agency would like to commence this replacement soon, with our BUEs being af fected beginning May 20, 2016. We believe that NATCA BUEs will not be detrimentally affected if the replacement begins on May 20th and we have verbally agreed to that date. We are now awaiting formal notice from the Agency. NAT CA POCs: Richard Popp and Labor Relations Attorney Suzanne DeFelice . BRIEFING REQUESTS On May 3, 2016 , NATCA requested a briefing on FAA Order JO 7400.2K, CHG 2 – Procedures for Handling Airspace Matters.
