LABOR RELATIONS DEPARTMENT MANDATORY LEAVE USAGE NATIONAL GRIEVANCE (RVA) On Aug. 31, 2016, NATCA filed a national grievance regarding RVA's violation of the contract in refer ence to mandatory leave usage. The Union alleges that RVA continues to violate the CBA by consistently schedul ing Bargaining Unit Employees (BUEs ) to work in excess of forty (40) hours per week, and requiring BUEs scheduled to work more than forty (40) hours per week to use accrued vacation leave in lieu of a Regular Day Off ( RDO ), when RVA determines that such employees are no longer required to work a presche duled shift. RVA has until Sept . 20th to respond. POCs: Director of Labor Relations Ryan Smith and Labor Relations Attorney Damien Maree. INTERNATIONAL TRAVEL POLICY NATIONAL GRIEVANCE (SERCO) On Sept . 2, 2016, NATCA filed a national grievance over Serco's failure to bargain over its International Travel Policy. The Union alleges that Serco violated Article 7 and Article 18 of the CBA when it failed to bargain with the Union before implementing a new international travel policy . The policy requires bargaining unit employees to request travel authorization from Serco, by submitting an International Travel Requ est form (ITR) to the Employer, prior to both business and non - business related personal travel. Serco has until Sept . 22nd to respond. POCs: Director of Labor Relations Ryan Smith and Labor Relations Attorney Damien Maree . BOSTON MEDICAL FIELD OFFICE CLO SURE On Aug. 25, 2016, the Agency briefed NATCA about closure of the Aviation Medical Examiner (AME) at the Boston Medical Field Office (MFO) located a t 11 Murphy Drive in Nashua, N.H. As of Oct. 1, 2016, employees will instead need to visit another AME, a nd the FAA has already contracted with 23 other AMEs who are within a four - mile radius of the current Boston MFO. ODA SCORECARD INITIATIVE On June 7, 2016, t he FAA sent a Notice of Change and documents concerning the proposed change on implementing the Organization Designation Authorization (ODA) Scorecard. NATCA requested a br iefing, which was held on Aug. 29, 2016. During the briefing, the Agency asserted th at the goal of these changes is to make the ODA Scorecard more useful to both the FAA and industry. In 2015, a prototype was successfully implemented for all Aircraft Certification Offices (ACO), and 24 companies, which will be expanded to 41 companies in the coming year. NATCA's main concern going into the briefing was the possibility that the scorecard could be used as part of a perfor mance evaluation for employees. The Agency replied that the scorecard data would not be used as a performance evaluation f or any manager or em ployee. NATCA has been involved in creating the training materials for the prototype and does not have any proposals at this time.
