NATCA 30 th ANNIVERSARY (1987 - 2017) : Our Year - Long Celebration Our Focus During the Past Two Weeks Part 1: The 1989 Arbitration Case About Offic ial Time The expedited arbitration took into account three cases where a facility rep (LGB, ZDC, and ARR) had been denied permission to leave the facility to perform official duties. NATCA had met with the FAA on this issue in May of 1989 , and it seemed at that time that the Union and Agency were talking the same language. However, as the list of arbitrary local rulings grew, it became apparent that the FAA was having difficulty communicating with its managers. At the hearing, both NATCA and the FAA agreed that under Article 7, Sec. 2 of the contract, the manager may not require the facility representative to furnish details as to what he or she intends to do. However, that's where the agreement ended. Read more here about how the case evolved. Part 2: The Importance of NATCA Training As a group of new FacReps gather s this week in Las Vegas for the first of four NATCA Academy Basic Rep Training classes scheduled for this year, they continue a proud and valuable tradition in this Union of training and education that began with a few classes in 1989 and the launch of a formal training program in the same year. The curriculum, which has changed over the years to adapt to new collective bargaining agreements, has always covered the spectrum of labor - management relations, including workers' rights under f ederal law. In the early days, the class focused heavily on unfair labor practice charges, grievance procedures, conduct and discipline, midterm bargaining, leadership skills, and more. Read more .
